Modern Warfare 4 uses a matchmaking system that considers skill, often called SBMM. Skill is not the only input: Activision says connection and time to find a match are heavily weighted too.
What the beta showed
Open means less skill matching, not none.
The MW4 beta offered both Quick Play and Open Moshpit. Call of Duty uses “Open” for playlists where skill is considered less, creating a wider mix of opponents. Activision has not published the exact MW4 weights or promised the same launch playlist mix, so “Open” should not be read as a promise of zero SBMM.

The beta's looser skill mix was intended to produce more varied matches. It could still feel hard when the available beta population was unusually competitive.
Why do MW4 lobbies feel so sweaty?
“Sweaty lobbies” and “hard lobbies” are how players usually describe the problem. SBMM can contribute, but it is not the only reason one session feels harder than another.
Who was onlineTime, region, party size, playlist, cross-play settings, and the beta population all changed the pool available to the matchmaker.
How the game is tunedChanges to aim assist, movement, time to kill, spawns, or weapons can make the same caliber of opponent feel different.
How the match reaches youPing, jitter, packet loss, and routing can make gunfights look one-sided even when the lobby itself is reasonable.
The Call of Duty team says MW4 uses the newer matchmaking system tested in Black Ops 7, that connection remains a top priority, and that every Call of Duty has considered skill. Open Matchmaking is available alongside it.

Activision has documented the broader Call of Duty system, but MW4 does not publish the weight assigned to skill, recent performance, connection, or any other factor.
Infinity Ward changed aim assist, movement, time to kill, spawns, and streak balance during the beta. Those changes could alter how a match felt without proving a matchmaking change.
Killcams can leave out context, and unusually good aim is not enough to identify a hacker. MW4 uses RICOCHET anti-cheat and requires additional PC security checks, but no anti-cheat system makes every public match clean. If behavior is genuinely suspicious, use the in-game report tool and describe what you saw.
Matchmaking can explain the level of competition. It cannot explain delayed controls, late shots, packet loss, or whether the full game will fit on your console.
